I don't think slow speed prevents accidents.

    Most of the time when cars are at slow speeds they are very close , nearly bumper to bumper. Then Accidents occur when they change lanes , some car have to jam brakes and the rear bumper gets broken.

Then there will be argument and slower traffic as the lanes will not be Enough in this instance.

Dun blame the Government , it is Greed , Lust and Vanity at their best.

For the last wish "Entitled half of his assets" Probably there should be terms to go along with this enforcement.
